Description

The “New IRS” is under a lot of pressure to be more efficient and maximize the revenue available to the government. At the same time the number of IRS agents is insufficient and many of the most experienced and savvy agents who CPAs were able to work with are retiring. In this environment Tax practitioners are trying to obtain the best results possible for their clients.

This course will help CPAs and other practitioners by providing detailed "in the trenches" discussions on resolving IRS Examination and Collection controversy cases and issues, including the use of actual prior case discussions on strategies, techniques and meet-and-deal approaches with IRS personnel in an agency that we know today.

At the end of the presentation all viewers will walk away with new and more effective ways to deal with the IRS and provide stronger, more effective representation for their clients.

The broad areas below will further be broken down and specific techniques, strategies and meet-and-deal approaches will be discussed, using prior experience of reaI cases.

David R. Stubblefield, EA Related Seminars and Products


David R. Stubblefield, EA, is the Tax Manager at the Dallas, Texas firm, Smith, Jackson, Boyer & Bovard, PLLC. He brings to the firm’s taxation department 38 years of diverse domestic and international federal taxation experience within the Internal Revenue Service. In addition to senior technical work, other positions held during his career with the IRS include; Chief, Examination Branch, Large Case Manager and Senior Regional Analyst. As a regional analyst he provided oversight and direction throughout an eight-state region over key programs that included; Coordinated Large Case Examinations, International, Insurance and the Industry Specialization Program. Dave served on two IRS Commissioner’s National Redesign Teams involved in the reorganization and modernization of the IRS. He was project manager on two national IRS initiatives relating to foreign owned businesses, the Maquiladora Industry Specialization Program and training for Large Case examination personnel. As the Dean of the IRS School of Taxation he led a group to modernize and upgrade the curriculum and methods of teaching and developing IRS Compliance personnel. Working with IRS Counsel and Examination personnel, Dave organized and directed a multitude of litigation strategies and initiatives involving various industries. These efforts resulted in key court decisions and identification of coordinated issues, having nationwide impact. Dave was active in the Service’s Taxpayer Education and outreach activities throughout his career. He developed new IRS training programs and made tax-related presentations to IRS personnel, major universities, foreign trade zones, State of Texas Department of Insurance and tax administrators from foreign countries. Dave joined the private CPA firm sector in December 2000 and is an Enrolled Agent certified to practice before the IRS in tax matters. He is active in tax planning and tax return preparation for individuals, corporations, partnerships and trusts that involve domestic and international clients. In addition he coordinates a substantial volume of IRS Issue Resolution cases, representing clients before the IRS involving audits, collection issues, offers-in-compromise and installment agreements. Since joining the private sector Dave has made presentations to various accounting and professional groups around the country and colleges and universities in the Dallas-Ft. Worth area. He has written published articles for the Journal of Accounting, Journal of Taxation, Tax Practice and The Tax Lawyer. Dave is a graduate of The University of Texas at Austin with a Bachelor of Business Administration in Accounting.

James A. (Jim) Smith, CPA, CGMA, serves as Managing Director of Smith, Jackson, Boyer & Bovard, PLLC, a Dallas Certified Public Accounting firm.  He practices extensively in tax compliance, planning and controversy representation for individuals and entrepreneurial businesses. He also is engaged in the preparation, compilation and review of financial statements; exit strategy planning for entrepreneurs; merger and acquisition planning and transactions; and forensic accounting and litigation services. 

Mr. Smith served as Chair of the Texas Society of CPAs (TSCPA) for the 2007-2008 year, and as a member of its Professional Standards and Federal Tax Policy Committees since their inception.  He served as a member of the AICPA Council 2007 through 2011 and from 2012 through 2015.  He also served as an appointed member of two of the AICPA’s key standard setting committees:  the Accounting and Review Services Committee from 2008 through 2011 and the Tax Practice Responsibilities Committee, 2014 to 2017.

Larry Jones, JD, advises and represents clients in IRS tax controversies which include audits, appeals, collections, criminal tax investigations, and civil and criminal tax litigation.  Larry Jones is committed to the excellence in the practice of law, and offers his clients timely, effective, and efficient personalized service. Prior to entering private practice, Larry was a Trial Attorney with the Tax Division of the United States Department of Justice.  During this time he received substantial trial experience in tax cases.  Larry represents taxpayers at all levels of the IRS, and in litigation against the IRS.   He is a partner in the law firm of Townsend & Jones, LLP, which has offices in Dallas and Houston.  In addition to his private practice, Larry is Director of the Federal Taxpayers Clinic and Small Business Clinic at the SMU Dedman School of Law and teaches Federal Tax Procedure and Taxation of Property Dispositions at the Law School.  Larry and his partner, Jack Townsend, are listed in Chambers USA: America's Leading Lawyers for Business, and have been selected as Texas Super Lawyers. Larry is a teacher, author, and recognized public speaker and authority on tax controversy matters, and how to effectively deal with the IRS.  Larry has developed, written, and taught courses for various professional organizations involving all aspects of the IRS including but not limited to audits, appeals, collections, and negotiating with the IRS. Larry is a member of the Advisory Board of the Journal of Tax Practice and Procedure published by CCH, and writes a column on examination issues for this publication.  Larry has published various articles on dealing with the IRS.  He has been a co-author of Guide to Dealing with the IRS published by Practitioners Publishing Company.


Michael Bertaut Related Seminars and Products


Michael Bertaut is a Certified Health Consultant and Professional of the Academy of Healthcare Management.  He has 25 years of Analytical Experience in the Healthcare, Telecom, and Retail Sectors.  In 2007 his collaboration on a Position Paper; “Doctor Populations in Post-Katrina New Orleans” was honored with a Lantern Award, the highest honor given by the Southern Public Relations Federation. In May of 2010, he was asked to join the editorial board of the Healthcare Journal of Baton Rouge.  In September of 2010 he was invited as a keynote speaker to the International Medical Tourism Conference in Los Angeles. He now sits on the Advisory Board of the National Healthcare Reform Conference and Magazine. Michael is a financial modeler and forecaster, responsible for predicting membership activity for over 1 million Louisianans who are members of Blue Cross and Blue Shield of Louisiana. Since April of 2009 Michael has engaged in over 500 public discussions on Healthcare Costs and the Impact of Healthcare Reform with stakeholder groups ranging from healthcare policy makers in Washington to your local public service clubs. Michael earned his MBA and BA from Louisiana State University and just celebrated his 30th year as a cancer survivor.  He’s been married to the very patient Marla for 26 years and they have three children. Michael is currently employed as Healthcare Economist and Exchange Coordinator for Blue Cross and Blue Shield of Louisiana.
